The bishop is demanding that they obey Canon 916. However, should they disobey that (and they probably will), is he ordering his priests to obey Canon 915 and refuse them the Eucharist? I may be blind, but I saw no mention of that aspect in the article.
The teachings of the Church are universal, because Truth is universal. American Catholic politicans who believe in legal divorce have no more right to Communion than Maltese.
