How Come the Sequester Never Stops a Presidential Boondoggle?

Congress authorizes spending. Why does the president seem to have unlimited access to the taxpayers' pockets? A hundred thousand a year for the family dog handler? Why should the taxpayers pay ANYTHING for the first family's pet? Something is certainly rotten in the state of Denmark on the Potomac!

    I still say spending $100 million to send the First Family overseas would be a bargain, if only we could make them stay there and not come back.
