Recently two priests, with the support of their bishops refused Communion to Catholics committing grave public scandal. Their actions defended Jesus Christ from abuse and the individuals they refused from committing mortal sins of sacrilege and scandal. They acted with the heart of the Good Shepherd whom they serve
in persona Christi.
Here's what Canon 915 says:
Can. 915 Those who have been excommunicated or interdicted after the imposition or declaration of the penalty and others obstinately persevering in manifest grave sin are not to be admitted to holy communion.
