This is so ridiculous it looks like a spoof, but it's for real. The union bosses are telling these guys how to get funding for digging holes and filling them back up. Your tax dollars at work! Hey, it's just like "Green Jobs New York" they say and they've got the lobbyists to get the grants. These union guys must have read the book A Hole is to Dig when they were kids.
